From what I've always been told and according to what I read in the regulations, lake Winnebago IS a federal waterway (defined on page 7, very bottom bullet point) just like the Great Lakes(Sturgeon Bay). The required equipment checklist is identical for boats of all lengths(under 26 feet) for use on Winnebago or the Great Lakes(Sturgeon Bay). Yes, there is a slight difference if your vessel is under 16' in which case you do not need a type IV (throwable cushion or ring type) floatation device or daytime distress signaling devices on either body of water(again, only if your vessel is less than 16').
on a side note: From what it says on page 33, it appears that a fire extinguisher is required on all powered vessels. I didn't know that, I thought that was only for vessels 16' and up, but I was wrong according to this list. I guess all powered vessels are required to have extinguishers on board...

Sometime it's a good thing when something like this comes up. We get our boats all set-up and don't really keep up with any up-dates to the regulations. It's always nice to learn these things before someone is standing there with a badge on ! Kind a like the reg for wearing a manual inflating style PFD. It doesn't count as PFD if you not wearing it! Don't worry most of the inflating style PFD's are not manual style . Out at Lake Erie the Coast Guard auxiliary does a volunteer inspection on your boat at the launch to help remedy these types of situations . They are very helpful and informative .

The Coast Guard Auxilary does the same inspections for free here in WI...maybe we could get them to come to a meeting and inspect our boats? I know we get a sticker that shows we've been inspected for that calendar year which means less safety checks by the local law enforcement agencies, plus we know we are legal then. Just a thought.
